Connecting systems, coordinating teams, unblocking delivery and restoring service: four programmes illustrate the breadth of my responsibilities.

AFIS enables European administrations to exchange and use information to fight fraud. I contributed to three generations of the system, from its foundations to applications and large-scale data processing.

My contribution

  • Designed the shared service-oriented architecture and framework: state management, authorisations and application integration, working with the Commission and project leads.
  • Architected real-time processing across more than 3 billion documents using MongoDB and Elasticsearch, with anonymisation aligned with European Data Protection Supervisor criteria.
  • Analysed requirements with OLAF owners and Member State representatives; managed budgets, teams, development and testing; audited the system and reorganised testing practices.

Outcome & scope

Work connecting architecture, data protection and delivery: the SOA generation encompasses more than 15 critical applications and over 10,000 users.

Commission engagements through ATOS, CSB and Unisys. Figures describe the AFIS scope, delivered with the programme teams.

Connect ordering to service activation.

2000–2006

~20applications in end-to-end testing

A major transformation of ordering, provisioning and billing systems. As architect of the NPS layer, I connected business applications, middleware and existing core systems, reporting directly to the CIO.

My contribution

  • Designed the NPS layer from ordering to technical service activation, across Java, C/C++, Tuxedo and mainframe systems.
  • Conducted J2EE architecture reviews and code audits; coordinated technical work with Infosys, including on-site engagements in India.
  • Defined integration and acceptance methods, environments and test plans; organised end-to-end load and stress testing across around twenty applications.

Outcome & scope

The NPS layer went into production meeting performance, load, scalability and robustness requirements. End-to-end testing enabled substantial corrections before go-live.

The customs transit programme had stalled. I was brought in to diagnose the situation, rebuild its functional and logical architecture, and reorganise technical delivery.

My contribution

  • Audited the situation, reorganised teams and workflows, and clarified the architecture and validation practices.
  • Coordinated certification testing between national administrations and the European Commission.
  • Specified and delivered a web tool for real-time test monitoring and information sharing.

Outcome & scope

All seven supported Member States achieved certification: a concrete result within a programme whose scope covered 59 countries.

2008–2013

3companies in the managed consortium

I was appointed when the prime contractor was breaching service commitments and facing significant penalties. The task was to restore service quality and make contract management dependable.

My contribution

  • Restored service levels, reviewed subcontractor agreements and introduced a continuous service improvement policy.
  • Led the project management office for a three-company consortium across Europe: priorities, activity forecasts, costs, metrics and reporting.
  • Automated information exchange and complex reporting; reviewed the design of the new service management tool.

Outcome & scope

Service levels were restored and pending penalties removed, supported by structured operational and financial management across the consortium.

i-Discover

From visitor journeys to governance decisions.

I am designing a conversational guide in 22 languages for cultural and tourism venues. I own its functional and technical architecture: application, content, document retrieval, AI models and usage analytics. This project brings my three areas of work together in one system.

A Flutter application with indoor and outdoor journeys, conversation profiles and responses adapted to the expected tone and level of detail.

Sources & retrieval

Ingestion of PDFs, Office documents and scanned content. Semantic and keyword retrieval provide relevant sources to the model and support answer traceability.

AI orchestration

Routing across model providers, automatic fallback on failure, response evaluation, and cost and latency limits.

Governance in practice

A practical case for documenting uses, risks, responsibilities and evidence. These situations will inform a six-part series on AI governance and the EU AI Act.

Analyst and developer for an integrated import and export licensing application: early experience working with complex business processes.

1994–1996

Mutual Assistance · DG TAXUD

Full architecture, design and team leadership. Developed the secure XXATMI protocol for cross-border anti-fraud exchange, which later formed a basis for CCN/CSI.

1997–1998

AFIS · DG OLAF

Architecture components and system mock-ups; coordinated three teams covering level-two support for 950 users in 15 Member States, quality control, deployment and maintenance.

2006–2008

AFISng · CSB / Unisys

Core architecture, requirements, technical management and testing. Trained teams in analysis methods and created a common testing approach accepted by the client and reused for several years.
